How and where this Skills category used ??
In user profile there is no option for select Skills … user can write there own
In add Job page there is no option to select Skills.
And
After i add manually Skills from admin panel by editing the job … no place it popup in the job post.

So what is the use of Skills category ??

I think skills are for users, and they help when searching for users. For now there is no actual use other than searching for the users profile. It shows on profile.

In user profile setting page there is no option to select those skill added from backpanel
it juts a plain text field 🙁

I think that box is editable right ? i will check the admin side

yes editable but plain text … no way to add skill set in admin panel
I think there is no use of the skill category … maybe you can use it in request option … where buyer can select what skill they need to apply 😀
